Transportation Engineer

The Western Connecticut Council of Governments (WestCOG) seeks a Professional Engineer (licensed in Connecticut) to serve as a Project Manager on transportation engineering projects. The employee will be stationed in WestCOG’s office in Sandy Hook.

Job responsibilities may evolve over time but initially are expected to include:

  • Manage a regional transportation program, including funding allocations
  • Develop/solicit, evaluate, program transportation and other projects
  • Shepherd projects to commitment/bid/construction
  • Review and comment on applications, plans, specifications, quantity/cost estimates, and other bid/contract documents
  • Prepare funding applications
  • Provide assistance to a multimodal regional transportation program
  • Conduct and implement strategic plans
  • Manage and inform regional and local plans, studies, and projects
  • Analyze data and provide technical assistance
  • Create textual and visual documents and presentations
  • Coordinate with project partners at local, regional, state, and federal levels
  • Partner and interact with government agencies, nonprofits, volunteers, and the public
  • Convene and manage group and project meetings
  • Train/mentor junior staff
  • Other tasks as assigned.

The ideal candidate will have knowledge of and experience with:

  • Transportation planning and engineering
  • Federal, state, regional, and local government, including in Connecticut
  • Metropolitan Planning Organizations (MPOs)
  • Federal transportation programs
  • State transportation programs, including the Local Transportation Improvement Program (LOTCIP)
  • Multimodal transportation
  • Design, including context-sensitive design, sustainable design, and design for all users
  • Best management practices
  • Modeling, simulation, GIS, and CAD
  • Project/program development, coordination, management, and delivery
  • Financial management, cost containment, and low-cost/innovative approaches
  • Congestion management and mitigation
  • Intelligent transportation systems
  • Environmental sustainability

S/he should have a Bachelor’s degree in (Master’s preferred) from an accredited university in one of the following or a relevant field:

  • Civil Engineering
  • Transportation Engineering

in addition to current licensure as a Professional Engineer in Connecticut.

The ideal candidate will have a high level of proficiency in:

  • Spoken and written English
  • CAD
  • GIS
  • Spreadsheets and databases

The ideal candidate will be self-motivated, work well with others, and be reliable and conscientious in work ethic and product.

Position is expected be filled at the Project Manager level, with the possibility for promotion to a Senior or Principal Project Manager. A full benefits package is provided.

Office Manager

(Part-time, 25 hrs./week Mon-Fri)

WestCOG seeks a qualified person to serve as Office Manager for a fourteen-member staff team, reporting to the Executive Director. WestCOG works on multifaceted projects in a variety of areas. The qualified candidate will have opportunities to contribute to exciting issues of local interest in a professional environment.

Specific Responsibilities include:

  • Clerical and administrative support to Executive Director;
  • Direction and referral of phone calls/emails;
  • File organization
  • Inventory, ordering, and stocking of office supplies;
  • Maintenance of Agency contacts; mailing lists, and calendar;
  • Meeting coordination and preparation, including ordering refreshments;
  • Office administration;
  • Website posting; public notices, mailing procedures; and
  • Scheduling of meetings and events.

Office Manager should have knowledge of, skill in, and experience with:

  • Microsoft Office, including proficiency in Word, Excel, and Outlook;
  • Customer service and pleasant phone manner;
  • Detail orientation;
  • File management;
  • General office procedures/business machines;
  • Process tracking; and independent time management; and
  • Willingness to learn new skills; and
  • Payroll/bookkeeping experience a plus!

S/he should possess a minimum of an Associate’s or Business School degree with a minimum of two years’ experience in a professional environment.

Compensation is expected to be $23-$26/hour depending on qualifications. The position includes paid vacation/holiday time and an employer-funded 401(a) retirement plan, with possibility for a full-time position or advancement in the future. The location of employment will be Sandy Hook, CT.  This position will remain open until filled or closed.
