⚠️ July 1 Deadline. PA 25-1 Zoning Requirements
Special Session Public Act 25-1 establishes a new statewide housing growth planning process for Connecticut municipalities and Councils of Governments. Under the Act, each municipality must either prepare its own municipal housing growth plan or elect to comply through an approved regional housing growth plan prepared by its Council of Governments.
WestCOG is coordinating this process for the Western Connecticut Planning Region. This page serves as a central information hub for municipal officials, land use commissions, planning staff, civic organizations, and residents seeking to understand the new requirements, upcoming deadlines, and WestCOG’s role in supporting local compliance.
Current Status
WestCOG is currently in the data collection and planning preparation phase.
Municipalities are encouraged to submit zoning, infrastructure, protected lands, and related GIS data to WestCOG as soon as possible. These data will help WestCOG prepare a more accurate regional analysis and reduce the need to rely on assumptions or incomplete statewide datasets.
WestCOG is also reviewing state guidance, monitoring forthcoming materials from the Office of Policy and Management, and preparing a regional process to help municipalities understand their responsibilities under the Act.

What the Act Requires
Special Session Public Act 25-1 requires a new housing growth planning process intended to identify housing needs, establish housing growth targets, and guide future local and regional planning.
For municipalities in the Western Connecticut Planning Region, the Act creates two basic paths:
Participate in the WestCOG regional housing growth plan.
A municipality may elect to comply through the regional plan prepared by WestCOG, subject to the approvals required by the Act.
Prepare a municipal housing growth plan.
A municipality may instead prepare and submit its own municipal housing growth plan.
In either case, municipalities should begin preparing now by reviewing local plans, zoning, infrastructure information, and development constraints, and by ensuring that WestCOG has the best available local data.
