Hazard Mitigation Planning

Hazard Mitigation Plans (HMPs) evaluate the risks posed by natural hazards and identify strategies to reduce their impacts. These plans also help communities qualify for numerous hazard mitigation grant opportunities. WestCOG develops HMP content at both the regional and local levels for each of its 18 member municipalities, with individual municipal annexes available below.

HMPs are updated every five years. WestCOG is currently developing its 2026–2031 Hazard Mitigation Plan; the existing 2021–2026 plan remains active through December 2026.

WestCOG Multi-Jurisdiction Hazard Mitigation Plan Update, 2021–2026

WestCOG is developing an update HMP for 2026 which will provide an updated summary of natural hazards, community vulnerabilities, and strategies that can improve regional and local resilience. The plan is developed to include a primary regional document along with municipal specific annex documents.

Stakeholder and Public Engagement

The planning process is now in the public comment phase. The public is invited to review the regional HMP and its annex documents and provide comment. Comments can be sent to Michael Towle, Deputy Director at WestCOG at mtowle@westcog.org.

Past public engagement included a public webinar on the draft content of the HMP (Held) October 22, 2026 as well as a public survey which concluded August 30, 2026; the findings of this survey are included in the HMP and appendices.
